Construction workers who are university students, and university-student children of construction workers, should check their eligibility and apply for the scholarship. Applications and supporting documents must be submitted by October 23, 2026. Applications are accepted through 건설e음 or at the mutual aid association’s branches and centers. Those selected will receive 2 million won each.
The amount and eligibility requirements are based on the September 28, 2026 press release and the association’s semester 2 notice.
How to apply for the scholarship
Choose your application type, prepare the supporting documents, and submit them through an official application channel.
- Choose whether you are applying as the construction worker or as the worker’s child. Check both the total number of retirement mutual aid contribution days and the number of recent contribution days.
- Confirm your enrollment status and grades from the previous regular semester. You will also need your student aid bracket notice for semester 2 of 2026.
- Find the university student scholarship in the welfare service application guide on 건설e음. Prepare your documents according to the notice and document review criteria.
- Apply through 건설e음 or a branch or center. The application period runs from September 28 to October 23, 2026.
- After applying, check for missing documents and requests for corrections. Any corrections must also be completed by October 23.
The official online route is the welfare services menu on 건설e음. The welfare service application guide linked below is a page for checking the announcement and forms, not a direct link to the online application screen. Select the university student scholarship in the 건설e음 welfare service application guide.

Contribution-day requirements for workers and children
The retirement mutual aid contribution-day requirements differ for workers applying for themselves and those applying for their children. Both the total and recent contribution-day requirements must be met. Do not estimate them from time spent working on construction sites. Check the association’s records.
| Application type for semester 2 of 2026 | Total contribution days | Contribution days in the previous year or previous 12 months | Person whose record is checked |
|---|---|---|---|
| Construction worker who is a university student | At least 85 days | At least 85 days | The student |
| University-student child of a construction worker | At least 252 days | At least 100 days | Father or mother |
For a child’s application, the same parent must meet both contribution-day requirements. You cannot combine the father’s total contribution days with the mother’s recent contribution days. To check contribution records, call the association’s contribution-day inquiry line at 1666-1133.
Credits, grades, and exclusions
The student must have completed at least 12 credits in the previous regular semester. Their score must be at least 80 on a 100-point scale. Eligible schools are four-year universities and junior colleges in South Korea. A South Korean nationality requirement also applies.
| Item to check | When an applicant is ineligible |
|---|---|
| Grades from the previous regular semester | New or transfer students who have no such grades |
| Type of school | Advanced major colleges, graduate universities, distance-learning universities, technical colleges, lifelong education centers, and foreign universities |
| Enrollment status | Students beyond the standard number of semesters or whose studies have been interrupted by a leave of absence, military enlistment, or another reason |
| Retirement mutual aid benefit | The benefit has already been paid or is being claimed as of the application date |
Broadcasting and correspondence universities and cyber universities fall under the distance-learning university exclusion. Summer and winter session grades are not accepted. Ask the association whether grades from a school attended before transferring can be accepted. Do not assume that a certificate of enrollment alone establishes that the academic requirements have been met.
Documents to submit for workers and children
Prepare the common documents and, for a child’s application, the additional documents. Submitted documents are valid only if issued within 3 months of the application date. Only a student aid bracket notice for semester 2 of 2026 is accepted.
| Document | Worker application | Child application | Preparation requirements |
|---|---|---|---|
| University student scholarship application | Required | Required | Separate submission is unnecessary when applying through 건설e음 |
| Notice on the collection and use of construction workers’ personal information | Required | Required | Attach the association’s form as provided |
| Child’s consent form for the collection and use of personal information | Not applicable | Required | Check the consent indication and handwritten signature |
| Family relationship certificate | Not applicable | Required | Confirm the worker-child relationship; conceal the last digits of resident registration numbers |
| Student aid bracket notice | Required | Required | Issued by the Korea Student Aid Foundation; check the semester |
| Academic transcript | Required | Required | PDF electronic certificate issued by the school |
| Certificate of enrollment | Required | Required | PDF electronic certificate issued by the school |
The construction worker personal information notice has no fields to fill in or sign. The instructions require the form itself to be attached so its contents can be reviewed. The child’s consent form must be signed separately. Follow the association’s document review criteria for detailed format requirements.
Common document-submission mistakes
Even if you have the right documents, an incorrect issue format or signature will require a correction.
- Do not submit only photographs of your transcript and enrollment certificate. The review criteria require PDF electronic certificates that can be verified as authentic.
- Check the issue number and issue date on the student aid bracket notice. Remove any password from the file.
- Avoid a screen-view copy of the family relationship certificate without an issue number or official seal. For documents in an electronic document wallet, check that the number and seal are visible.
- Typing the child’s name or pasting an image of a stamp is not accepted as a signature. A handwritten electronic signature or a scan of a handwritten signature is accepted.
You cannot apply without a student aid bracket notice. The association’s FAQ makes no exception for reasons such as not applying for a national scholarship. Checking whether you can obtain the notice first will help you decide which documents to prepare first.
