To qualify for the Energy Voucher, you must meet both the basic livelihood security benefit requirements and the household member criteria. Prepare your resident registration record and benefit information, then complete the official self-assessment. New applications can be submitted at an Administrative Welfare Center or through Bokjiro until December 31, 2026.
The figures and deadlines in this article are based on the Agency's announcement on June 22, 2026.
Steps for the Energy Voucher self-assessment
Use the eligibility calculator on the official website to check whether your household may qualify for support. Before starting, check the family relationships and dates of birth on your resident registration record. Also check whether you receive other heating assistance.
· Check which basic livelihood security benefits you receive as of the application date.
· Check whether you or a household member meets any of the criteria below.
· Answer the relevant questions in the official eligibility calculator.
· Check the questions about benefits received in welfare facilities and overlapping winter support.
· If the result is unclear, ask your local Administrative Welfare Center to check your eligibility.
The self-assessment determines potential eligibility based on your answers. It does not complete an application or approve support. The Korea Energy Agency's self-assessment guidance states:
Please use the results of your inquiry for reference only.
Benefit receipt and household member criteria
You must receive at least one of the following: livelihood, medical, housing, or education benefits. You must also meet the household member criteria. Having multiple children alone does not replace the benefit receipt requirement. This structure is stated in the Korea Energy Agency's 2026 application announcement.
Household member criteria are checked against the benefit recipient or household members listed on the resident registration record. Check whether any of the following apply. Eligibility based on a medical condition or family support status follows the recognition criteria of each program.
Category | Criteria to check for 2026
Older adults | People born on or before December 31, 1961, according to resident registration
Infants and young children | Preschool children aged at most 7 who were born on or after January 1, 2019
People with disabilities | People registered as having a disability under the Act on Welfare of Persons with Disabilities
Pregnant women | Women who are pregnant or gave birth less than 6 months ago
People with medical conditions | People with serious, rare, or severe intractable diseases specified in the Standards for Special Cases in Calculating Partial Out-of-Pocket Payments
Single-parent families | People eligible for support under Articles 5 and 5-2 of the Single-Parent Family Support Act
Child-headed households | People eligible for the relevant Ministry of Health and Welfare support, including children in foster care
Households with multiple children | Households whose resident registration record includes a father or mother and at least 2 of that parent's children under 19
Detailed birth date and statutory eligibility criteria are available in the eligibility guide.
Assessing eligibility for households with multiple children
The multiple-child criterion requires at least 2 children under 19. The children's father or mother must be on the same resident registration record. Children in foster care listed on the same record also count as children.
The following table gives examples of how the official criteria apply to different household situations. Exclusion criteria also apply when support is approved.
Household situation | Assessment and what to check next
Meets the benefit receipt requirement and the multiple-child criterion on the resident registration record | Also check the rules on benefits received in welfare facilities and overlapping support
Meets the multiple-child criterion but receives none of the four benefits | The multiple-child criterion alone does not establish eligibility
Has 2 children, but only 1 is under 19 | Does not meet the multiple-child criterion; check other household member criteria
Has 2 children according to family relationships, but only 1 is listed on the same resident registration record | Do not judge solely by the family's total number of children; check the resident registration criteria
One parent and at least 2 qualifying children are listed on the same resident registration record | The criterion does not require both parents to be listed
These assessments apply the multiple-child question in the official self-assessment.
Benefits received in welfare facilities and overlapping winter support
A household is excluded if all its members receive benefits in welfare facilities. Check restrictions on overlapping heating assistance based on the winter rules. Summer use and the choice of winter support must be considered separately.
Item to check | Applicable rule
Benefits received in welfare facilities | Excluded if all household members receive benefits in welfare facilities
Emergency Welfare fuel assistance | Cannot overlap with winter support if receiving fuel assistance for October 2026 through March 2027
Coal briquette coupons | Households issued coupons for 2026 cannot receive overlapping winter support
Coal Briquette Conversion Energy Voucher | Households issued vouchers for 2026 cannot receive overlapping winter support
Even if you used the voucher in summer, choosing other winter support requires a separate procedure. Ask your Administrative Welfare Center about any necessary steps, such as stopping the existing voucher. The relevant restrictions are listed in the eligibility and overlapping support guide.
Common mistakes when answering the self-assessment
The same household may need to give different answers depending on the scope of the question. The items below explain what to check when interpreting the official questions. If the result differs from what you expected, review the relevant question first.
Common misunderstanding | What to check again
Assuming the entire household is excluded if even one member receives benefits in a facility | The question asks whether all household members receive benefits in welfare facilities
Ending the assessment because the multiple-child criterion does not apply | Check other household member criteria, such as older adults, infants and young children, or people with disabilities
Answering the infant and young child question based only on the child's birth year | Also check the requirement that the child be of preschool age
Treating a potentially eligible result as a completed application | The actual application and eligibility check are separate steps
These interpretations are based on the self-assessment questions and results guidance.
Application documents and official submission channels
The application period for new applicants runs from June 15 to December 31, 2026. You can apply at the eup, myeon, or dong Administrative Welfare Center for your registered address. Online applications are submitted through Bokjiro. The dates and submission channels are confirmed in the Agency's application announcement.
· List any items that were difficult to assess during the self-assessment.
· Prepare the documents for your application method using the table below.
· Visit an Administrative Welfare Center or apply through Bokjiro.
· If visiting or applying online is difficult, ask the official in charge for help.
Application situation | Documents to prepare
Standard application | Energy Voucher issuance application form, completed at the Administrative Welfare Center
Application by a representative | Authorization from the benefit recipient and the representative's identification
Bill deduction application | The most recently paid electricity, city gas, or district heating bill or receipt
Apartment bill deduction application | Apartment maintenance fee bill
The official in charge may apply on an eligible person's behalf with their consent. Ask the application office about any additional documents needed for your household's situation. The documents and application methods listed here are based on the official application guide.
Automatic application conditions for previous-year recipients
Even if you received support last year, you need to check if your information or eligibility has changed. Automatic application applies when your information has not changed and you still qualify this year. Do not assume that a move or a change in household size has been reflected automatically.
Current situation | What to check
No information has changed since the previous year, and you still qualify this year | Check whether you qualify for automatic application
Information has changed, such as your address or household size | Check whether a new application is needed and how to proceed
Information changes while you are receiving support this year | Notify the Administrative Welfare Center, then reapply
These processing categories follow the official application guide. For questions about changes in eligibility, contact an Administrative Welfare Center or the Integrated Counseling Center at 1600-3190.
Support amounts and winter usage methods compared
The support amount is an annual spending limit that varies by household size. It should not be understood as a monthly cash payment. It can be used for electricity, city gas, district heating, kerosene, LPG, and coal briquettes.
Household members on the resident registration record | Total support for 2026
1 person | 295,200 won
2 people | 407,500 won
3 people | 532,700 won
At least 4 people | 701,300 won
These amounts are the standard support levels in the 2026 support amount guide. Separate restrictions apply if you choose other winter support. Check your actual remaining balance using the balance inquiry feature on the official website.
In winter, choose either bill deductions or the National Happiness Card. Decide based on the heating energy used in your home and your payment method. Check accepted card payment methods with your supplier first.
Method | Eligible energy sources | How to use
Bill deduction | One of electricity, city gas, or district heating | Deducted from the selected utility bill
National Happiness Card | Electricity, city gas, kerosene, LPG, coal briquettes | Pay the relevant supplier or a participating merchant
District heating is not eligible for payment with the National Happiness Card. Detailed payment methods are available in the official usage guide.
The difference between the application deadline and the end of the usage period
The application deadline and the end of the usage period are different dates. New applications for 2026 are accepted until December 31 of that year. The deadline for new applications applies separately, even if time remains in the usage period.
Category | 2026 program schedule
New applications | June 15 to December 31, 2026
Summer bill deductions | July 1 to September 30, 2026
Winter bill deductions | October 1, 2026 to May 31, 2027
Winter National Happiness Card use | October 3, 2026 to May 31, 2027
Bill deductions apply to bills issued within the usage period. Check the usage schedule and your balance on the official website. You can also ask about detailed usage records at the Integrated Counseling Center at 1600-3190.
