Small Business Mutual Insurance: 2026 Eligibility and Claims
Small Business Mutual Insurance eligibility requirements vary by business location and product. Check application periods and official contacts for each region, and file a separate claim with proof of the incident even for automatically enrolled insurance.
- Check the available product and age, loan, and revenue requirements based on your business location.
- Check the latest notice from the regional implementing agency to distinguish individual applications from automatic enrollment.
- For insurance requiring an application, complete the consent and screening process, then confirm enrollment and the coverage start date.
- If an incident occurs, ask the responsible insurer about the claim form and documents required for that type of incident.
- Submit proof of eligibility and the incident, and check the receipt number and any requests for additional documents.
Small Business Mutual Growth Insurance is available only if you meet the conditions in one of the 7 program areas. Prepare your business and loan information and check with the local implementing agency whether you can apply. Application deadlines vary by area. Even for automatic enrollment insurance, you must file the insurance claim yourself.
The basic figures are based on the Financial Services Commission announcement dated September 1, 2026.
How to Confirm Enrollment and File an Insurance Claim
First, confirm your enrollment status with the local implementing agency. Application submission and completion of insurance enrollment are separate steps. If an incident has occurred, contact the insurer's dedicated Mutual Growth Insurance desk.
- Find the product based on your business location. Prepare your business registration number and business address. For credit life insurance, also check your lender and outstanding loan balance information.
- Check the enrollment method. Individual application plans require submission of a consent form and screening by the insurer. For automatic enrollment plans, check eligibility requirements such as industry and sales.
- Check the coverage start date. Keep your insurance certificate or enrollment confirmation notice. For automatic enrollment plans, check whether you met the enrollment conditions on the date of the incident.
- Ask which documents are required for the incident. First tell the insurer the product name and incident date. For credit life insurance, also check whether a power of attorney from the lender is required.
- Submit the claim form. Send proof of eligibility and the incident to the designated submission office. Check the receipt number and any requests for additional documents.
The Financial Services Commission press release, “9 Free Mutual Growth Insurance Products to Launch in September,” states:
However, eligible recipients must file insurance claims themselves.
Examples of local claims contacts and supporting documents are provided in the attachment to the Financial Services Commission press release.
Credit Life Insurance Eligibility in the 7 Program Areas
Credit life insurance operates in 6 program areas, excluding Jeonbuk. Having a loan does not mean enrollment is complete. After checking your age and loan type, you must undergo screening by the insurer.
| Program area | Main conditions to check | Application and guidance method |
|---|---|---|
| Gyeongnam | Registered residential address and business location within the province, age 40 to 59 under the announcement, and at least 10 million won in loans guaranteed by the Gyeongnam Credit Guarantee Foundation | Eligibility check and enrollment screening after submission of a consent form for personal information |
| Gyeongbuk | Small business owners aged 20 to 65 who use Beotim Finance from the Gyeongbuk Credit Guarantee Foundation | Consent and screening after candidates are selected and individually notified |
| Gwangju area | Small business owners aged 20 to 65 with loans of at least 10 million won | Individual applications through the implementing agency’s website starting September 9, 2026 |
| Jeonnam area | Small business owners aged 20 to 65 with loans of at least 10 million won | Individual applications through the implementing agency’s website starting September 9, 2026 |
| Jeonbuk | Not included among the credit life insurance program areas in this initiative | Check local property and casualty insurance support |
| Jeju | Small business owners aged 20 to 65 with loans of at least 10 million won, excluding loans from moneylenders | Individual applications through the enrollment QR code in the announcement or other channels |
| Chungbuk | Small business owners aged 20 to 65 operating within the province who use financial institution loans or government-backed inclusive finance | Applications through the enrollment QR code or dedicated center |
Check the local announcements for eligible financial institutions and guaranteed loan conditions in Gwangju and Jeonnam. In Jeju and Chungbuk, also check industries excluded from policy fund support. Chungbuk excludes people who use loans from moneylenders.
Gyeongnam’s announcement provides a separate method for calculating insurance enrollment age. Once 6 months have passed since your birthday, 1 year is added to your age. If you are near an age cutoff, check with Hanwha Life’s customer service center.
The 7 areas here follow the program area classifications in the Financial Services Commission announcement. Gwangju and Jeonnam operate under separate local support conditions. This explanation follows the September 7, 2026 announcement by Jeonnam-Gwangju Integrated Special City.
Local Application Periods and Official Contacts
There is no common nationwide application deadline. Check both the application period and the condition that applications may close when the budget is exhausted. Do not assume spaces remain simply because a listing says recruitment is open.
| Program area and product | Confirmed application schedule | Official information channel and phone number |

Gyeongnam extended applications after the initial recruitment closed on September 18. If you submitted a personal information consent form under the previous announcement, you do not need to apply again. Screening may take at least 1 month. Check the attached document in the Gyeongnam recruitment extension announcement.
The September 7 announcement for Gwangju and Jeonnam provides an individual application channel. You therefore do not need to wait only for the text message mentioned in the September 1 announcement. Check with the implementing agency to see whether applications are currently being accepted.
Jeonbuk Storm and Flood Insurance must be purchased separately through a participating insurer. The participating insurers eligible for support are Meritz Fire & Marine Insurance, Samsung Fire & Marine Insurance, Hyundai Marine & Fire Insurance, and DB Insurance. Policies purchased through other insurers are excluded from this support program. Check the application process in the Jeonbuk Small Business Regional Support Center recruitment announcement.
Comparing Credit Life Insurance and Property and Casualty Insurance
The two types of insurance cover different losses. Credit life insurance addresses the burden of repaying loans after death or illness. Property and casualty insurance covers business and accident losses defined by each area.
| Category | Credit life insurance | Local property and casualty insurance |
|---|---|---|
| Main purpose | Repay loans in the event of death or a covered illness | Cover business interruption costs, liability, injury, cyber fraud, and other losses |
| Enrollment method | Application, consent, and insurer screening | Generally automatic enrollment when conditions are met |
| Main exception | Local requirements for eligible loans, age, and industry | Jeonbuk Storm and Flood Insurance requires a separate enrollment application |
| Insurance payment structure | The lender is the beneficiary of the main policy | Determined by the loss and payment conditions of each product |
| Documents to check | Insurance certificate, loan information, and medical diagnosis or death documentation | Proof of business eligibility and documentation related to the incident or loss |
The standard maximum coverage for credit life insurance is 10 million won. General cancer, cerebral hemorrhage, and acute myocardial infarction are among the main covered events. Depending on the local product, severe disability coverage or additional riders may be included.
This is not a subsidy that pays 10 million won as a lump sum for living expenses. The main policy benefit is used first to repay the loan. Check the policy terms to determine who receives any amount exceeding the outstanding loan balance.
Preferential policy financing for policyholders also has separate conditions. The Industrial Bank of Korea provides an additional preference of up to 0.3%p for loans covered by this insurance. For new Sunshine Loans, the guarantee rate is reduced by 0.3%p in the first year. This does not automatically reduce the interest rates on all existing loans.
Coverage by Condition for Local Property and Casualty Insurance
Determine whether enrollment is automatic based on the product conditions, not just the area name. Even small business owners in the same area may have different eligibility depending on their industry or sales. Jeju Climate Insurance covers daily construction workers.
| Area and insurance | Main eligibility conditions | Coverage and limits |
|---|---|---|
| Gyeongnam Fire Liability Insurance | General and casual restaurants with less than 100㎡ of floor space that have completed business registration | Third-party losses caused by fire, up to 100 million won for death, up to 20 million won for injury, and up to 100 million won for property |
| Gyeongbuk Business Interruption Loss Compensation Insurance | Small business owners registered and operating in the province for at least 1 year; check excluded industries | Actual business interruption losses due to hospitalization for illness or injury, up to 50,000 won per day and 500,000 won in total |
| Gwangju Area Commercial Liability Insurance | Small business owners with a business location in the Gwangju area and annual sales of at most 3 billion won | Up to 20 million won per person and 30 million won per incident for bodily injury, and up to 1.5 million won for property damage |
| Jeonnam Area Young Small Business Owner Protection Insurance | Young small business owners aged 15 to 49 with a business location in the Jeonnam area | 3 million won for death or severe permanent disability, 200,000 to 400,000 won in compensation for occupational injury, and a 100,000 won childbirth benefit |
| Jeonbuk Comprehensive Insurance for Small Business Owners | Small business owners in the province with annual sales of at most 300 million won; check excluded industries | Compensation for injuries sustained while working and coverage for fire and accidental fire liability |
| Jeonbuk Storm and Flood Insurance Premium Support | Small business owners in the province who purchase a new policy or renew through a participating insurer | Support for premiums payable by the policyholder, with coverage limits of 30 million won for facilities and equipment and 20 million won for inventory |
| Jeju Climate Insurance | Daily construction workers enrolled in the retirement mutual aid scheme at public construction projects worth at least 100 million won within the province | Partial compensation for income lost during hours when work is suspended due to a heat wave warning |
| Chungbuk Cyber Finance Protection Insurance | Small business owners operating a business in the province; check excluded industries | 80% of electronic financial fraud losses, up to 3 million won; 80% of internet fraud losses, up to 1 million won |
The Jeonnam occupational injury compensation amounts reflect the September 7 local announcement. The attachment to the Financial Services Commission’s September 1 announcement lists different limits. Before filing a claim, confirm the applicable terms with the responsible insurer.
The September 1 announcement states that Gyeongnam Fire Insurance is scheduled to launch in October. It states that Jeonbuk Comprehensive Insurance is scheduled to launch in September. Check the actual start dates of both products with the local implementing agencies.
Gyeongbuk checks both hospitalization and actual business interruption. The Financial Services Commission attachment states that coverage begins on the 3rd day of hospitalization and lasts for up to 10 days. Check the final claim documents in KB Insurance’s September 22, 2026 operating guide and with the dedicated desk.
Insurance Claim Documents and Submission Channels
Required documents are divided into proof of eligibility and documentation of the incident. Not every product requires the same documents. Before obtaining them, ask the dedicated desk which documents are needed and what issuance criteria apply.
| Product and incident | Examples of documents in official guidance | Claims and consultation channel |
|---|---|---|
| Credit life insurance | Insurer claim form, diagnosis or death documentation for the incident, power of attorney from the lender, and other documents | Insurer listed on the insurance certificate, Gyeongnam Hanwha Life 1588-6363, Jeju and Chungbuk Consultation Center 02-6951-2231 |
| Gyeongbuk business interruption loss | Small Business Confirmation Certificate, Certificate of Business Suspension, proof of no sales, hospital admission and discharge certificate, and other documents | KB Insurance dedicated Mutual Growth Insurance desk 1660-1621 |
| Gwangju commercial liability | Small Business Confirmation Certificate, incident-related documentation, and other documents | Samsung Fire & Marine Insurance dedicated Mutual Growth Insurance desk 1660-3106 |

| Jeonbuk Storm and Flood Insurance | Disaster and loss documentation specified by the insurer | The participating insurer that issued the policy |
| Gyeongnam fire, Jeonnam protection, and Jeonbuk comprehensive insurance | Product-specific documents concerning business operations, sales, diagnosis, and the incident | Check the latest dedicated contact with the local implementing agency |
The designated fax number for Gyeongbuk and Chungbuk is 02-6455-4833. The email submission address is [email protected]. Before sending documents, confirm that it is the correct submission channel for the area and product.
For credit life insurance, the lender may be the beneficiary. The Financial Services Commission attachment explains the procedure for obtaining a power of attorney from the lender. Do not assume the claim will be handled in the same way as a standard health insurance claim.
How Do the Coverage Period and Claim Deadline Differ?
The coverage period is the period during which an incident may be covered. The claim deadline is the period during which you may claim insurance benefits for an incident that occurred. The recruitment deadline is the final date for accepting enrollment applications.
| Category | What to check | Confirmed example |
|---|---|---|
| Application period | Application deadline and budget exhaustion condition | Chungbuk accepts applications until August 31, 2027, but may close early |
| Individual coverage period | Enrollment completion or contract date and coverage end date | Gyeongnam Loan Protection Insurance covers 1 year from the contract date |
| Start of coverage by benefit | Separate coverage start conditions for specific illnesses | The Chungbuk announcement specifies a 30-day cancer coverage waiting period for general cancer |
| Claim deadline | When the right to claim arises and the limitation period | The Financial Services Commission’s local property and casualty insurance guidance specifies 3 years after the right to claim arises |
Even if a local program operates for several years, check the individual coverage period separately. Gyeongbuk’s initial announcement and the insurer’s follow-up guidance list different periods. KB Insurance lists September 2, 2026 to September 1, 2029. When reporting an incident, confirm the applicable policy and coverage period.
What to Check Before and After Closing or Relocating a Business
You must be able to prove the status of the business location on the date of the incident. Current business registration information may not explain its previous status. Organize the incident date separately from the closure or relocation date.
Chungbuk Cyber Insurance terminates automatically if the business moves out of the province or closes. Jeonnam Young Small Business Owner Protection Insurance also terminates if the business moves outside the eligible area. Gyeongnam Fire Liability Insurance eligibility ends if the business closes voluntarily.
- Record the incident date and the date of any change to the business location separately.
- Keep documents showing the address and operating status at the time of the incident.
- If the incident occurred before closure or relocation, explain this to the insurer.
- Ask which additional documents are needed to prove eligibility at the time of the incident.
Chungbuk checks whether the business was operating in the province on the date the reason for the claim arose. Do not assess eligibility for payment based only on the business status on the claim date. The applicable criteria are specified in the attachment to the Chungbuk Small Business Support Center recruitment announcement.
Common Mistakes in Enrollment and Claims
Free enrollment and insurance payments follow separate conditions. Even if you receive enrollment guidance, confirm whether enrollment was finalized. Coverage limits must also be distinguished from the actual payment amount.
| Common misconception | Fact to check |
|---|---|
| Everyone who lives in one of the 7 areas is enrolled | Requirements for business location, age, loans, sales, and industry vary by product |
| I received a text message, so enrollment is complete | Consent, application, and screening may still be required after notification |
| With automatic enrollment, the insurance payment is also deposited automatically | You must file a separate claim with proof of the incident |
| If the maximum is 3 million won, I will receive the full amount of my loss | Chungbuk electronic financial fraud coverage pays 80% of the loss within the limit |
| Fire insurance covers all property in my store | The Gyeongnam product covers liability for third-party losses |
| All free insurance provides coverage for 1 year | Check the contract period and follow-up guidance for each area and product |
| The 14 billion won program budget is distributed among policyholders | It is the total program size announced in September 2026, not an individual payment amount |

In which regions is Mutual Growth Insurance for small business owners available?

Are all businesses in the eligible regions automatically enrolled?
You must meet the conditions for each product. Credit Life Insurance requires an application, consent, and screening. Regional non-life insurance generally provides automatic enrollment, but Jeonbuk Storm and Flood Insurance requires a separate application.
Does automatically enrolled insurance automatically pay benefits when an incident occurs?
You must file a separate insurance claim. Submit documents proving your eligibility and the occurrence of the incident to the insurer in charge.
Has the application period for Gyeongnam Loan Protection Insurance ended?
Applications were extended from September 21, 2026, until the budget is exhausted. If you submitted a consent form for the provision of personal information during the previous application round, you do not need to apply again. Check with the Gyeongnam Investment & Economic Promotion Agency to see whether applications are currently being accepted.
In Gwangju and Jeonnam, do I need to wait for an enrollment information text message?
The regional announcement on September 7, 2026, provided individual application channels. It instructed applicants to apply through the websites of the regional implementing agencies starting September 9. Applications are accepted on a first-come, first-served basis in each region, so check the current application status.
Until when can I apply for Chungbuk Mutual Growth Insurance?
The application period in the Chungbuk notice is from September 1, 2026, to August 31, 2027. Applications may close early depending on the insurance product. Loan Protection Insurance requires an individual application, while Cyber Insurance provides automatic enrollment if the conditions are met.
Do I receive KRW 10 million in cash if I enroll in Loan Protection Insurance?
The benefit under the main policy is used to repay the loan when a covered event occurs, such as death or a specified illness. It is not a grant received simply for enrolling. Check the contract to see how any insurance benefit exceeding the outstanding loan balance is handled.
Do I also need to contact the bank when filing a Credit Life Insurance claim?
If the lending institution is the beneficiary of the insurance benefit, a power of attorney and other documents may be required. The attachment from the Financial Services Commission explains the procedure for filing a claim after obtaining a power of attorney from the lending institution. Check with your insurer for the specific documents required.
Does Jeju Climate Insurance cover all self-employed people?
Jeju Climate Insurance covers daily construction workers at construction sites for public works projects in Jeju worth at least KRW 100 million. They must meet conditions such as enrollment in a retirement mutual aid program. It is a separate product from Loan Protection Insurance for small business owners.
Does Chungbuk Cyber Insurance cover the full amount of fraud losses?
The notice states that 80% of the loss is covered, up to the applicable limit. The maximum for electronic financial fraud is KRW 3 million. The maximum for fraud involving direct online transactions or online shopping malls is KRW 1 million.
Can I claim insurance benefits for an earlier incident after closing my business?
You must check your eligibility and coverage period on the date of the incident. Chungbuk checks whether the business was operating in the province on the date the grounds for the claim arose. Distinguish between the date of the incident and the date the business closed, and ask the insurer about its review criteria.
By when must I claim Mutual Growth Insurance benefits?
The Financial Services Commission's guidance on regional non-life insurance specifies three years after the right to claim insurance benefits arises. The specific starting date must be checked based on the incident and the policy terms. Do not confuse this with the enrollment application deadline.
